Personally I always thought 9 was the magic number.

8 conference games which means an even number of home and away games every year plus 4-5 slots for OOC games (13th game @Hawai'i). The 2nd place would be 12, but only if a conference eliminates the protected cross-division game so the other 6 teams in the division could be divided up into 2 groups of 3 that rotate every 2 years. 3rd place would be 14, but only if the conference played a 10 game conference schedule and followed this model.

6 division games
1 protected cross-division game
3 rotating cross-division games that rotate every 2 years and the 6 remaining members in the other division are divided up into 2 groups of 3
